
Muscat: HH Sayyid Fahd bin Mahmoud Al Said is considered one of the most prominent Omani figures who contributed to the march of the modern Renaissance since its inception in 1970.
The late HH Sayyid Fahd bin Mahmoud Al Said was born on 5 October 1940, in Muscat. He received his higher education at Cairo University, graduating in 1965 with a degree in Economics. He later earned a Master's degree in Political Science and Economics from the Sorbonne University in France in 1970.
He was fluent in several languages, namely Arabic, French, and English.
The career of HH Sayyid Fahd bin Mahmoud Al Said began during the era of the late Sultan Qaboos bin Said, where he assumed several key government roles, including Minister of Foreign Affairs (1971–1973), Minister of Information and Culture (1973–1979), Deputy Prime Minister for Legal Affairs (1979–1994) and Deputy Prime Minister for the Council of Ministers (1994–2026).
He also held numerous other critical positions, such as Chairman of the Supreme Committee for the Conferences of the GCC promulgated under Royal Decree No. (105/82), Chairman of the Sultan Qaboos University Council promulgated under Royal Decree No. (9/86), Chairman of the Higher Committee for the Royal Opera House Muscat from 2010 to date, and Chairman of the Supreme Committee for the Five-Year Development Plans.
The late HH Sayyid Fahd bin Mahmoud Al Said’s name was closely associated with representing the Sultanate of Oman in numerous international forums as well as Gulf and Arab summits. He represented the late His Majesty Sultan Qaboos bin Said, and continued this vital role during the prosperous reign of His Majesty Sultan Haitham bin Tarik.
HH Sayyid Fahd undertook a major role in formulating the public policies of the Sultanate of Oman, contributing significantly to building the modern renaissance and achieving national development. Furthermore, he was instrumental in strengthening diplomatic relations between Oman and the rest of the world. His official visits to countries such as Japan, Iran, Thailand, the Republic of Korea, Singapore, and many Arab nations greatly enhanced bilateral relations across various levels, particularly in the economic sphere.
Spanning approximately 56 years of dedicated service to the Sultanate of Oman, the character of the late HH Sayyid Fahd bin Mahmoud Al Said was defined by exceptional diplomacy and profound composure. He was widely recognized for his eloquent speech, sound judgment, and his ability to articulate the national vision, a testament to his vast political and administrative expertise.
