Muscat: A number of recommendations, including the necessity to issue the Council of Oman Law containing specific procedures were discussed at a panel discussion yesterday.
The first panel discussion titled “Legislative Cycle of Laws in the Council of Oman” was held at the Council of Oman in the presence of Dr. Yahya bin Mahfoudh Al Mantheri, Chairman of the State Council, Khalid bin Hilal Al Ma’awali, Chairman of Majlis Al Shura, members of the State Council and Majlis Al Shura and those interested in the legal and legislative affairs.
Dr. Amhamad Al Maliki, Professor of Public Law and Dean of the College of Law at Sultan Qaboos University (SQU) presented a paper entitled “A Reading in the Procedure – Regulating Articles of the Basic Law of the State, and Methods of referring draft laws to the Council of Oman”.
Dr. Issa bin Said Al Kiyoumi member of the State Council and Deputy Head of the Legal Committee presented a paper entitled “Importance of Joint Sessions between Majlis Al Shura and State Council to resolve any view divergence on the draft laws”.
The panel discussion came up with several recommendations, that include the necessity to issue the Council of Oman Law that contains detailed and supplementary provisions necessary to give effect to the legislative and oversight powers granted to the Council of Oman, the activation of the role of the Joint Committee between the State Council and Majlis Al Shura to the convergence of views on the articles of the draft laws where the view divergence occurs between the two councils before being presented to the joint meeting of the
two councils.
It also recommended a broad conference to elite group of specialists and all spectrums of the community to review the legislative and oversight powers to the Council of Oman.
