Muscat: The Ministry of Endowments and Religious Affairs has formally established a dedicated charitable endowment foundation to provide long-term support to impoverished and vulnerable communities in Palestine. This move follows the issuance of Ministerial Decision No. 78/36 and signifies a strategic shift toward institutionalizing Oman’s humanitarian contributions.

By fulfilling all necessary legal and procedural requirements, the Ministry has created a permanent entity designed to manage assets and fund relief efforts with a high degree of transparency and sustainability.

The foundation is launched with an initial sustainable endowment capital of one million Omani rials. These funds are intended to serve as a financial engine, with returns on investment used to support a variety of developmental and humanitarian projects. The foundation’s primary focus will be on improving the living conditions of Palestinian families through targeted initiatives, including food security programs, healthcare assistance, and educational support. This institutional approach ensures that Oman’s aid remains consistent and resilient, moving beyond one-time emergency relief to provide lasting impact.

To ensure the effective management of these resources, the Ministerial Decision outlines a comprehensive governance framework. A dedicated board of directors will oversee the foundation, responsible for setting strategic policies and monitoring the implementation of various relief programs. This board is also tasked with ensuring that all endowment funds are managed in accordance with international standards of accountability and good governance. By revitalizing the traditional culture of charitable giving (Waqf), the Ministry aims to expand opportunities for community-driven projects that reflect the Sultanate’s firm commitment to the Palestinian cause.
